Portland, Maine's largest city, sits on Casco Bay. Known for its Old Port district and working waterfront, neighborhoods like downtown Portland, the West End, and the East End offer pet-friendly living with costs 5-15% above national average. The city's Eastern Promenade, Back Cove Trail, and maritime character make it one of New England's most distinctive pet communities.
